Kyl committed to the seat only through January and said he would not run for the seat in 2020, when voters will decide who fills the remainder of McCain's seat through 2022. "He was a great man", she said during the first eulogy.

Kyl has agreed to serve at least through the end of the year, a representative for Ducey said.

He served alongside McCain for almost two decades before retiring in 2013, and served as senate minority whip during his service, making him a key Republican leader.

While other speakers, such as former president Barack Obama, kept their inferences to the current administration vague, McCain wasn't shy in demonstrating her distaste for Trump and the bombastic narrative that often surrounds his team. He's been a lawyer in Washington since his retirement, and in recent months has been shepherding Judge Brett M. Kavanaugh through his nomination to the Supreme Court.

As buses filled with people - some labeled with signs "Honoring Senator John McCain" - passed by, Stacy Cole, 45, her daughter Bianca Elliot, 15, and friend Nancy McCamish, 54, gleefully waved their flags near an entrance to the Naval Academy.

The 76-year-old could be sworn in as early as Tuesday night. The late senator died August 25 at the age of 81 after a long battle with brain cancer.

McCain's experiences in Vietnam would greatly alter the person he became upon his return, and his career in politics reflected that change.

In December 2017, amid rumors McCain was considering resigning his seat, Ducey sent a harsh message to politicians lobbying for him for the appointment.

Since leaving the Senate, Kyl has worked as a lobbyist at Covington & Burling in Washington DC. "He can work across party lines and get results".
