Russian Federation claimed the ships it seized violated its territorial waters, but the strait is considered shared under a 2003 agreement.

The discussion came after US President Mr Trump scrapped a scheduled meeting with Mr Putin due to Russia's confrontation with Ukrainian ships.

White House press secretary Sarah Huckabee Sanders confirmed Saturday that the two spoke at a cultural dinner for leaders and their wives and husbands at the famed Teatro Colón in Buenos Aires Friday night.

"However, the reason for our canceled meeting is Ukraine", she said.

Russian Federation charged that the three Ukrainian navy ships sailed into its territorial waters in the Kerch Strait Nov. 27.

Secretary of State Mike Pompeo told CNN on December 1 that Trump canceled the meeting because of Russia's behavior "that is deeply inconsistent with worldwide law".

Ukrainian President Petro Poroshenko said on Saturday his country had stepped up security at vital infrastructure sites such as nuclear power stations and Black Sea ports in the face of what he called a Russian test of the world order.

He also denounced Ukraine's call to shut worldwide ports for Russian vessels based in Crimea, calling the suggestion "a new edition of gunboat diplomacy". "I think it is very much needed, in connection with issues of strategic stability, especially after [Trump] announced that the United States plans to withdraw from the Intermediate-Range Nuclear Forces Treaty".

Poroshenko said Russian Federation is also increasing its presence at sea.

The martial law order included a ban on entry to Ukraine of all Russian males aged 16 to 60, a move Poroshenko said is created to prevent undercover Russian military units from infiltrating the country. Responding to the border violation, Russia's border guard have seized the vessels and detained their crews.

In response to the seizure of the ships, Poroshenko convinced the Ukrainian parliament to implement martial law in ten border regions.
