FILE - In this November 15, 2018, file photo, smoke from an explosion rises as part of the dismantling of a South Korean guard post in the Demilitarized Zone dividing the two Koreas in Cheorwon, as a North Korean guard post sits high in the upper left.

South Korean soldiers open the gate as the rails which leads to North Korea is seen, inside the demilitarized zone separating the two Koreas in Paju. First, the two sides will survey a section of the line connecting Kaesong, a North Korean city near the MDL, and Sinuiju, a city near the Chinese border. Kim agreed to travel to Seoul after hosting Moon in Pyongyang in September for their third summit this year. The UN Security Council granted the South sanctions exemptions to carry fuel and other equipment into the North for the survey.

South Korea says the military agreement, which also included creating buffer zones along the Koreas' land and sea boundaries and a no-fly zone above the border, is an important trust-building step that would help stabilize peace and advance reconciliation between the rivals.

It is also the first time for a South Korean train to run from Mount Kumgang to Tumen River since the peninsula was divided following the 1950-53 Korean War.

At Panmun Station across the border, a North Korean engine took over to take them further north.

At Dorasan, Minister of Land, Infrastructure and Transport Kim Hyun-mee said "Today's ceremony will be a flare that signals the beginning of co-prosperity of the South and North, and will become a catalyst that expands the economic boundaries of the Korean Peninsula, which was isolated like an island, to Eurasia". During his three-day stay in Buenos Aires, Moon held a series of meetings with world leaders to rally support for diplomatic efforts to denuclearize North Korea.

Earlier on Friday, while meeting with his South Korean counterpart Moon Jae-in, Trump discussed his intention to hold a second U.S. -DPRK summit, and restated with Moon a common commitment to work closely together on making it happen.

Those events, combined with a recent North Korean threat to renew overt nuclear development should Washington continue opposing sanctions relief, suggested to many analysts that the countries are having problems seeing eye-to-eye, calling into question when a second summit might take place.

They agreed on the need for "maintaining vigorous enforcement of existing sanctions to ensure the DPRK understands that denuclearisation is the only path", Sanders said, using the North's official name, the Democratic People's Republic of Korea.
